[NFBMO] Blind Pension increase

The Department of Social Services requested  an increase in the Blind
Pension/Aid to the blind and for the second year in a row Governor Parsons
did not include it in his budget request and the legislature followed the
Governor's lead. So, even though the formula says we should have an increase
for the second year in a row there will be no increase this year.
