[NFBMO] A second bylaw proposed change

By-law proposed by Eugene Coulter:

Enact a new bylaw:

1.08 Outside sponsors and exhibitors at the annual state convention must
have products or services directly related to blindness. Active members of
the affiliate shall be allowed to pay to exhibit or sponsor to promote their
own business even if their products are not related to blindness.
