[NFBMT] mail ballot election

If Representative Ryan Zinke is confirmed as the Secretary of the Interior,
that will leave his seat vacant, and there will be a special election to
replace him.  If the ballots for that election are sent out through the mail
only, which is what is being proposed because it would be cheaper, the voting
machines will be available for us to use.  When that election will be has not
been decided yet.  State law requires that a special election be held between
85 and 100 days of a vacancy in the office of a U.S. representative or
senator.
