Even an unruly or unkempt service dog can be excluded from a public place.
The law states that whatever kind of service dog you have, it must be under
your control at all times.

I didn't know about thembill if a person goes by federal guidelines about
what a service dogs actually is, a bill shouldn't be necessary. a service dog
must perform a task in regards to a specific disability such as guiding or
alerting a deaf individual to sounds. a therapy or suport dog is not under
the law a service dog.
