Jim is correct.  I mistyped the bill number.  I also misspoke about where the
reding was held.  It was held before the legislature.  Sorry for the
confusion.  HB is house bill.  SB is Senate bill.  HR is House Resolution.
Sr is Senate resolution. HJ is House Joint Resolution.  SJ is Senate Joint
Resolution.

I'll send you something I sent to the list back in January about how a bill
becomes a law.

The bill passed its second reading as amended by the Senate before the
Legislature on April 18 by a vote of 93 to 7, and is scheduled for a third
reading on April 23.  I think it is read by the sponsor, but I could be
mistaken about that.  I know the sponsor reads it before whatever committee
decides whether to table the bill or amend it and send it on.

I do need to review these procedures more thoroughly.
The process by which these proposed legislative things move along, I mean.
Readings, Tabling, all that sort of thing.
And heck yes, even those letters before the numbers on the bills.

Jim, you pointed it out. But I had to read it a couple times.
So my slow mind, said, Rik, read it again one more time, and then another.
I even told old what's his name, the man inside my JAWS, to slow down the
rate a bit, so I could cogitate.

So when Joy said what she said about the bill passing the reading before the
committee, what she meant was it was read on the floor of the House. Would
that be what we are talking about?

I hate to always be with the wise cracks. But who gets to read the bills up
on the roof? Is that the news teams and lobbyists?

The fake service animal bill is a House bill, so the title should be HB 439.
I probably gave this thread the wrong name.  Sorry about that.  There is no
SB 439 insofar as I can tell.  Also, the readings of bills happen on the
floor of either the House or the Senate, not in a Committee other than the
Committee of the Whole.  Committees approve or table bills after they've held
a public hearing on each bill.  The First Reading is really the introduction
of a bill and an assignment by the House or Senate to one of its committees.
Committees then do their thing, and if a committee approves a bill, it goes
back to either the House or the Senate.  Second and Third Readings are
debates and votes by all members of either the House or the Senate.  I
changed the subject of this thread to reflect the fake service animal bill's
title.
