Dear Federation Family:
H.R. 2373, the Transformation to Competitive Integrated Employment Act, will
gradually phase out subminimum wages over a five-year period and eliminate
the issuance of new Section 14(c) certificates. It will also establish a
grant program to help states and entities transition employees with
disabilities into competitive integrated employment.

On Wednesday, July 21, the US House Committee on Education and Labor hosted a
joint subcommittee hearing with the Subcommittee on Workforce Protections and
the Subcommittee on Civil Rights and Human Services on the topic of phasing

National Federation of the Blind member Ms. Rania Dima (Maryland) testified
before the United States Senate Committee on Appropriations, Subcommittee on
Financial Services and General Government Tuesday July 13. Her testimony
focused on the United States Post Office's poor service record delivering NLS
Braille and audio books. NLS content is
mailed using a specific postage method referred to as "free matter for the
Blind" and is supposed to be processed the same as first class mail.
