font-family:Arial'>LB889 exempts taxicab carrier applicants in cities of the
metropolitan or primary class from <o:p></o:p></span></font></p>

font-family:Arial'>demonstrating a present or future public convenience or
necessity during the application <o:p></o:p></span></font></p>
