Hello,

I received an email from Asst City Attorney Rick Tast memorializing our
Friday afternoon phone call. Mr. Tast also provided guidance to possibly
expect a response from the Lincoln-Lancaster County Health Department by
Friday, May 9. Hopefully this might lead to a resolution of the issue. If
not, it might at least provide clarification of the city's position allowing
us to plan next steps.

Hi Mr. Coleman,

I wanted to briefly touch base and memorialize our phone call on Friday
April 24, 2026.  As I noted I serve as an attorney for the City and part of
my job is to provide counsel to the Lincoln-Lancaster County Health
Department including Animal Control (LLCHD).  Because of that role, I am not
be able to provide you with answers related to any specific incident at his
time.  

The LLLCHD is going to review this general subject. After that time, and
someone will communicate with you.  That would be the appropriate person
(and time) to ask questions.

You expressed preference for communication by phone or email, you clarified
your role is not a part of your employment with the State of Nebraska, and
the LLCHD will use your Gmail address (not your State of Nebraska email
address).

I anticipate someone on behalf of the LLCHD will provide you with an update
on or before Frida May 8, 2026. If that timeline changes, the City will
communicate this with you.
