The four leading candidates are Aldo Bellini of the United States, a progressive; Joshua Adeyemi of Nigeria, a social conservative; Joseph Tremblay of Canada, a mainstream conservative; and Goffredo Tedesco of Italy, a staunch traditionalist.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Archbishop Janusz Woniak, the prefect of the papal household, tells Lawrence that the pope demanded Tremblay's resignation before dying, which Tremblay denies, while Bellini tells supporters that his goal is to prevent Tedesco from winning the papacy. Meanwhile, Lawrence is surprised by the last-minute arrival of Archbishop Vincent Benitez of Kabul, whom the pope named cardinal in pectore the previous year.[a]<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Lawrence opens the deliberations with a homily encouraging the college to embrace uncertainty, which some misinterpret as a declaration of his papal ambitions. No one obtains the two-thirds majority needed to win, though Adeyemi commands a lead over Tedesco while Bellini and Lawrence split the progressive vote. Monsignor Raymond O'Malley, Lawrence's assistant and opposition researcher, discovers the pope paid for Benitez to be flown to Geneva for a canceled medical appointment.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>On the second day, while breaking for lunch, the college witnesses a confrontation between Adeyemi and Sister Shanumi, a nun recently transferred from Nigeria to Rome. Lawrence speaks with Shanumi, who confesses to an illicit relationship that led to the birth of a son. Adeyemi further confirms the story when pressed. Though Lawrence is bound to secrecy, a whisper campaign derails Adeyemi's candidacy. Bellini reluctantly decides to back Tremblay in order to stop Tedesco winning the Papacy.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Working with Sister Agnes, the nun acting as head caterer and housekeeper, Lawrence discovers that Tremblay arranged for Shanumi's transfer. When confronted, Tremblay claims he did so at the pope's request. Lawrence then breaks into the pope's sealed apartment and finds documents indicating Tremblay paid cardinals for votes. He shows the documents to Bellini, whose plea not to reveal their existence sparks an argument.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>On the third day, after revealing Tremblay's actions, Lawrence reconciles with Bellini and agrees to stand against Tedesco. He votes for himself during the ballot, which is interrupted by an explosion that knocks him to the floor and damages the Sistine Chapel. The college learns the explosion was one of a series of suicide bombings currently taking place throughout Europe. While Tedesco calls for a religious war against Islam, Benitez argues against meeting violence with violence and chastises everyone for choosing political agendas over their religious mission. During the seventh ballot, as light shines through a broken window, the college overwhelmingly elects Benitez, who chooses the papal name of "Innocent".<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Lawrence is initially enthused until O'Malley pulls him aside to discuss Benitez's canceled medical appointment. Benitez, when confronted by Lawrence, reveals he was born with a uterus and ovaries but remained unaware of their existence until an appendectomy revealed them. The appointment was for a laparoscopic hysterectomy that he decided against because he believed he should remain as God made him. The bomb turns out to be a paint bomb and the terrorists escape. The FBI receives demands to release Sheikh Ahmed Bin Talal, a suspect in an earlier bombing. Hubbard eventually comes into conflict with Central Intelligence Agency operative Elise Kraft as he takes a terrorist suspect into custody and arrests Kraft. Later, another terrorist threat is made and a Metropolitan Transportation Authority bus is suicide bombed, killing 25 people. The FBI captures a man named Samir Nazhde, who admits to signing the visa application of one of the suicide bombers in the course of signing many applications for student visas in his job as a lecturer. Fortunately, Kraft insists that Samir is not a terrorist and that his continued freedom is vital to the investigation. Hubbard and his team track down and eliminate the remaining elements of the terrorist cell, and initially believe the threat is over.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>However, the terrorist incidents escalate with the bombing of a crowded theater and hostage-situation at an elementary school, and culminate in the destruction of One Federal Plaza, the location of the FBI's New York City field office, with over 600 casualties. In spite of objections, the President of the United States declares martial law and the United States Army's 101st Airborne Division, under Major General William Devereaux, occupies and seals off Brooklyn in an effort to locate the remaining terrorist cells. Subsequently, all young men of Arab descent, including Haddad's son Frank Jr., are rounded up and detained in Downing Stadium. Haddad resigns in outrage. New Yorkers stage violent demonstrations against the Army and the profiling of the Arabs; the Army fights to maintain control. There are reports of Army killings.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Hubbard and Kraft, now revealed to be an intelligence operative named Sharon Bridger, continue their investigation and capture a suspect, Tariq Husseini. Devereaux's men torture and kill Husseini in the course of the interrogation. Afterward, Bridger tells Hubbard that Husseini revealed nothing of value because of the principle of compartmentalized information. Sickened, she finally admits that she herself provided training and support to militants opposed to Saddam Hussein's regime, working with Samir to recruit and train the followers of the Sheikh. After the U.S. cut their funding and left the group exposed, she took pity on the few of the victims who had not yet been slaughtered by Hussein's forces, and arranged for them to escape to the United States, ultimately leading to the present situation as they turn their bomb making and covert skills on the country that now holds their leader. It was also revealed that the Sheikh was apprehended by Devereaux without the government's approval. She and Hubbard compel Samir to arrange a meeting with the final terrorist cell. Hubbard convinces Haddad to return to the FBI.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>A multi-ethnic peace march demonstrates against the occupation of Brooklyn. As the march is getting under way Hubbard and Haddad arrive at the meeting place, but Bridger and Samir have already left. Samir reveals to Bridger that he constitutes the final cell while in another sense he says, "there will never be a last cell." He straps a bomb to his body which he intends to detonate among the marchers. Hubbard and Haddad arrive in time to prevent him from leaving a bath house, but Samir shoots Bridger in the stomach as she struggles to stop him. Hubbard and Haddad kill Samir but despite their best efforts the pair can only watch as Bridger succumbs to her wound after managing to recite certain lines of the second half of the Lord's Prayer and concluding with "Inshallah" – the Arabic phrase "God Willing".<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Hubbard, Haddad, and their team raid Devereaux's headquarters to make an arrest for the torture and murder of Husseini. Devereaux insists that under the War Powers Resolution the authority vested in himself by the President supersedes that of the court which issued the arrest warrant. He then commands his soldiers to aim their assault rifles at the agents, resulting in a Mexican standoff. Hubbard reminds Devereaux that the civil liberties and human rights which he took from Husseini are what all of his predecessors have fought and died for. Devereaux finally submits and is arrested. At the Order's headquarters, Harry's godfather, Sirius Black, mentions that Voldemort seeks an object he previously lacked; Harry believes it to be a weapon.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Minister for Magic Cornelius Fudge has appointed Dolores Umbridge as Hogwarts new Defence Against the Dark Arts professor. Umbridge's refusal to teach defensive spells causes her and Harry to clash. Harry is forced to write lines for "lying" about Voldemort; a magic quill etches the words into his hand as he writes. Ron and Hermione are outraged, but Harry refuses to tell Dumbledore, who has distanced himself from Harry. As Umbridge gains more control over the school, Ron and Hermione help Harry form "Dumbledore's Army", a secret group to teach students defensive spells. Umbridge recruits Slytherins for an Inquisitorial Squad to spy on the other students. Meanwhile, Harry and Cho Chang develop romantic feelings for each other.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>One night, Harry envisions Arthur Weasley being attacked at the Ministry, seeing it from the attacker's perspective. Concerned that Voldemort will exploit this connection to Harry, Dumbledore has Severus Snape teach Harry Occlumency to defend his mind from Voldemort's influence. During a lesson, Harry sees Snape's memories of how his father, James, bullied and tormented Snape in school. The connection between Harry and Voldemort further isolates Harry from his friends. Meanwhile, Bellatrix Lestrange, Sirius's deranged Death Eater cousin, escapes Azkaban prison along with nine other Death Eaters. At Hogwarts, Umbridge and her Inquisitorial Squad expose Dumbledore's Army. Dumbledore, falsely accused of forming it, escapes as Fudge orders his arrest. Harry believes Cho betrayed Dumbledore's Army to Umbridge, ending their budding relationship. Umbridge becomes the new Headmistress.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>Harry experiences a vision that Voldemort is torturing Sirius. Harry, Ron, and Hermione rush to Umbridge's office to alert the Order via the Floo Network. Umbridge catches them and, as she is about to severely punish Harry, Hermione claims Dumbledore has hidden a "secret weapon" in the Forbidden Forest. She and Harry lead Umbridge to where Hagrid's giant half-brother, Grawp is kept. The centaurs confront them and kidnap Umbridge after she insults and attacks them. Harry, Hermione, Ron, Luna, Neville and Ginny fly to the Ministry of Magic on Thestrals to save Sirius.<o:p></o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'><o:p> </o:p></span></p><p class=MsoNormal><span style='font-size:11.0pt'>The six enter the Department of Mysteries and recover the object that Voldemort is after, a bottled prophecy labelled with Harry's name. Death Eaters ambush them, including Lucius Malfoy and Bellatrix Lestrange. Lucius reveals that Harry's vision of Sirius being tortured was a ruse to lure him there. Harry refuses to give Lucius the prophecy, and a fight ensues. The Death Eaters overpower the students and force Harry to surrender the prophecy. When Harry hands it to Lucius, Sirius and Remus Lupin arrive with Order members, including Nymphadora Tonks, Kingsley Shacklebolt and Mad-Eye Moody. The love Harry feels for his friends and family quickly drives out Voldemort. Ministry officials arrive before Voldemort disapparates; Fudge admits that Voldemort has returned and resigns in disgrace. Umbridge is dismissed and Dumbledore returns as Hogwarts headmaster. Dumbledore explains he had distanced himself from Harry to prevent Voldemort exploiting their connection. He also reveals the prophecy.
