REAL ID: What it does and what it does not do (Mary Ann Gibson)<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>2. Impact of Covid 19 (Jose)<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Mary Ann Gibson:<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Act has been around since 2005 (almost 15 years) as a result of 911 when hijackers were able to use a “fake drivers license to board a commercial flight”. The benefit of Real ID is it has “anti-counterfeit features”.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>TSA, DHS cannot accept noncompliant Id when you:<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>-travel on a commercial aircraft<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>-enter a Federal building<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>-enter a nuclear power plant.<o:p></o:p></p><p class=MsoNormal style='line-height:106%'><o:p> </o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>It covers all 56 US jurisdictions/territories.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Real ID allowed DHS and TSA to set minimal standards to determine if states were meeting the requirements. <b>There have been two extensions—the last being October 1, 2020.</b> We will wait to see if there is another extension in light of current circumstances.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>What Real ID does:<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Requires individuals to present valid documentation to include name, date of birth, SS#, proof of residence to your Division of Motor Vehicle to obtain a REAL ID (this may be a state issued ID card and may also serve as your drivers’ license). Your state will issue you a REAL ID (TSA Compliant ID) with a special designation in the upper right hand corner (a Star). 48 out of 50 states are issuing REAL ID’s. Oregon and Oklahoma are the only two states who are not currently issuing these IDs. To date only 36% of the population has obtained REAL ID. We were hoping to be much further along in this process. If you don’t have Real ID, you will need another acceptable form of identification (to fly commercially, enter Federal facility or a nuclear power plant):<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>US Passport or Passport Card<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>Enhanced Licenses (Washington and Vermont residences)<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>Trusted Travel Card (Global Entry)<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>U.S. Military ID Card (Active or retired personnel) <o:p></o:p></p><p class=MsoNormal style='line-height:106%'><o:p> </o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Future: DHS is exploring ways to have mobile driver licenses –this capability was not available at the time this law was enacted.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Jose: Impact Covid 19 is having on TSA Screening Procedures:<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Flight volume has decreased quite substantially (down 50%) due to concerns about the virus.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Front line TSA Officers now:<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>Approved to wear surgical masks (not required to)<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>Mandatory wearing of gloves<o:p></o:p></p><p class=MsoNormal style='line-height:106%'>Increase washing of hands.<o:p></o:p></p><p class=MsoNormal style='line-height:106%'><o:p> </o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Passengers are allowed to carry up to 12 oz. containers of hand sanitizer vs. 3.4 oz.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Passengers are asked to put loose items: phone, keys, wallets etc. in one bag to place in container for screening.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Check point environments are being cleaned throughout the day.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>Check points are trying to practice “Social Distancing” and this has worked because of decrease volume of travelers.<o:p></o:p></p><p class=MsoNormal style='margin-bottom:8.0pt;line-height:106%'>It was noted that there have been several TSA officers who have tested positive for Covid 19 and are being asked to comply with voluntary isolation.
