[Nfbofsc] 2018 Social Security

Although it has not yet been printed in the Braille Monitor, my
understanding is that Social Security for 2018 will increase by ywo percent.
Earnings limits for blind recipients will be $1,970 per month or $23,640
annually.  The December Braille Monitor should include more details but I
was able to find this in a press release.
