JOB RESPONSIBILITIES:

The South Carolina Commission for the Blind helps blind or visually impaired residents of South Carolina gain independence and identify their strengths, abilities, skills, and resources to obtain employment. The commission provides adjustment-to-blindness training and job-placement services for thousands of South Carolinians each year.


The South Carolina Commission for the Blind is currently recruiting for the position of Commissioner. The South Carolina Commission for the Blind is a state vocational rehabilitation agency serving individuals who are blind and/or visually impaired.  With an annual budget of $13,000,000 (thirteen million dollars), the scope of services includes vocational training and job placement, prevention of blindness, services to older blind and services to children and the administration of a Business Enterprise Program.

The Commissioner reports to a seven-member governing board while serving as the chief executive officer of the agency.  Responsibilities include, but are not limited to providing leadership for the agency to fulfill its mission, formulate and implement long-range goals and objectives, supervise senior level staff, coordinate services with other agency administrators, establish and maintain positive working relationships with the General Assembly and consumer groups, keep governing Board informed about all programs and policy issues, plan and implement program expansion, prepare and present annual budget, conduct research, assure compliance with federal and state regulations, write/approve agency policy, review program evaluations and plan program improvements.

MINIMUM AND ADDITIONAL REQUIREMENTS:

A Master's Degree in public administration, rehabilitation or related field and 5 years of executive management experience in rehabilitation or related field.

ADDITIONAL COMMENTS:

Knowledge of state and federal regulations applicable to public rehabilitation, communication skills, supervisory skills, ability to interpret laws and regulations, creative writing skills, knowledge of process management, leadership skills, and ability to direct strategic planning. Ability to establish and maintain effective working relationships with the Governor's Office, other cabinet agencies, the General Assembly, advocacy and trade organizations, other human service agencies and other groups. High stress work environment. Some travel may be required.
