Minutes
Board of Directors Meeting
National Federation of the Blind of Ohio
September 17, 2018
President Richard Payne called the meeting to order at 7:00 p.n. The meeting was held by telephone conference. The number used was (712) 775-7031 access code 240281423. Richard reminded us of some courtesy rules. Mute and unmute using *6 to cut down on background noise and announce yourself. All board members were present. Other members of the affiliate were given an opportunity to introduce themselves.
Sheri Albers moved the acceptance of the minutes from the previous board meeting as circulated by email. Carolyn Peters seconded the motion. It passed.
Shelbi Hindel read the financial report that was prepared by Sherry Ruth. There was an opportunity to ask questions, which Sherry R. answered. Barbara Pierce moved the acceptance of the report. Sheri A. seconded the motion. It passed.
Richard Payne announced that we have a new chapter. It is the Greater Akron Chapter of the National Federation of the Blind of Ohio. The newly elected president is Dave Burch. Board members enthusiastically welcomed the group.
Chapters, divisions, and committees were given a time to report on their recent activities with a focus on those upcoming for Meet the Blind Month. Chapters reporting were Cincinnati, Miami Valley, Capital Chapter, Lorain County, Springfield, Cleveland, and Cuyahoga County. Seniors was the only division to report. Two committees reported. These were awards and education.
There was discussion of holding a fundraising campaign with Malley’s Chocolates for the Christmas season. People want to do this only if there is a full list of items to choose from. We do not want to participate if the only option is candy bars. Richard Payne will work with fundraising committee chairperson Lucas Cassie to determine what the options are for the Malley’s Christmas fundraiser. They will report to the board.
It was announced that the accessible absentee ballot is now available.
Sheri Albers gave a detailed legislative report. Things are at a stand-still in both the house and senate. This is an election year, so things are not moving in the normal manner. People will not be back to their offices in Columbus until after election day. The service animal bill is sitting in committee. S309, our parental rights bill, is in the senate waiting for a hearing. There will be approximately twenty days left on the calendar this year for activity to occur. Nationally S2559 needs to be approved by the House Judiciary Committee.
There are plans to have a bus going to the convention. It will start in Cincinnati and make stops on the way in Dayton, Springfield, Columbus, and Cleveland, ending up at the hotel. It will be leaving early on Friday morning and returning on Sunday after the end of convention. Sheri A. needs verbal requests by September 26 Sherry R. needs checks in hand by October 10. Forty passengers are needed for the bus. The affiliate will assist with the cost of the bus.
Richard Payne, Sheri Albers, and Robert Spangler are available to assist folks with online registration, which is closing on October 26, but it is best to register as soon as you are able. The block of hotel rooms will be released on October 11. Lorain County chapter is hosting hospitality. Annette Lutz is handling door prizes. Get these to her at convention, and have them labeled clearly in both Braille and print.
Sherry Ruth said that $665 is remaining from national convention assistance. She moved that $3,000 be added to this amount for use as state convention assistance. Annette Lutz seconded the motion. There was discussion. The motion passed.
Debbie Baker reported on the Braille mentoring program. The teachers hoped that thirteen people will pass both the reading and writing portions. If the passing score is 80 or above, the student gets to keep the Perkins Braille writer. Debbie’s lowest graded score thus far has been 93.
The Ohio State School for the Blind (OSSB) wants to restore models that they have. These models were built during the 1930’s by the Works Progress Program. The restoration cost is estimated to be $5,000. The acting superintendent and the assistant have been invited to our convention. We would like to present a check to OSSB to assist with the models restoration project. Sherry R. moved that the check be at least $1,000 with the understanding that individuals and chapters contribute to this fund. Barbara seconded the motion. It passed. Send checks to Sherry R. with OSSB in the memo line. She needs these contributions by October 31.
Richard Payne is having a problem with his email being compromised. If you receive a questionable email from his slightly altered address, please forward it to him.
The meeting adjourned at 8:57 p.m.
Respectfully submitted,
Shelbi Hindel, Secretary

The National Federation of the Blind knows that blindness is not the characteristic that defines you or your future. Every day we raise the expectations of blind people, because low expectations create obstacles between blind people and our dreams. You can live the life you want; blindness is not what holds you back
