many years, I never paid much attention to how bills were passed in our Oklahoma 

Legislation. The legislation is a 2 year term. If a bill does not pass the first 

year, then it can be picked up exactly where it was left the first year. If 

bills that were left on the table isn’t voted on, it dies this year since this 

is the second year. A new Bill is introduced the first day of the beginning 

session of each year and then assigned to a committee. If it passes in the 

committee, it goes to the floor of either the House or the Senate which ever 

introduced the bill. In February, a bill is to be completed at the end of the 

month. It then goes to the opposite chamber for the same process and has to be 

completed by the end of March. A bill before completion, must have a author from 

both chambers. If it completes both chambers, then it goes to the governor desk. 

A bill can get stuck in a committee if not voted on and can be picked back up in 

the second year. If a bill is voted down, then it dies and cannot be introduced 

again in the second year. The blind community has found that our legislation 

does not always follow these rules when they really want a bill to go through. 

After being more alert because of our state legislation attacking the blind 

community, I have decided that I don’t like politics and it can be very, very
