The accessibility problems at Penn State include: * The library at Penn State hosts a Web site with access to the library catalog that is available to any registered student. The Web site, however, is not fully accessible to blind students due to improper coding that prevents screen access software used by the blind from properly interpreting the site. * Many of Penn State?s departmental Web sites are not fully accessible to the blind, including, ironically, the Web site for the Office of Disability Services. * Penn State utilizes the ANGEL course management system. ANGEL is an integral part of the learning and teaching experience at Penn State that allows students and professors to interact with each other online and perform various course-related functions. This course management software is almost completely inaccessible to blind users. * Many teachers at Penn State use a ?smart? podium, which allows the professor to connect his/her laptop to a computer at the podium and display images and videos loaded from the laptop on a screen at the front of the room. The podium is operated by an inaccessible touchscreen keypad that controls almost all podium functions. Thus, blind faculty members must rely on assistance from a sighted person to utilize the podium. * Penn State contracts with PNC Bank to enable students to use their identification cards as debit cards. The PNC Web site is nearly inaccessible with screen access software, and there is only one ATM on the entire Penn State campus with audio output through a headphone jack so that blind students can use it privately and independently. Each year the National Federation of the Blind presents cash awards to individuals and organizations that have made outstanding contributions toward achieving the full integration of the blind into society on a basis of equality. Dr. Jacob Bolotin was a blind physician who lived and practiced in Chicago in the early twentieth century. He was widely known and respected in Chicago and throughout the Midwest during his career, which spanned the period from 1912 until his untimely death at the age of thirty-six in 1924. He was particularly recognized for his expertise on diseases of the heart and lungs. Bolotin used his many public speaking engagements to advocate for the employment of the blind and their full integration into society. Dr. Marc Maurer, President of the National Federation of the Blind, said: "Dr. Jacob Bolotin was a pioneer who overcame low expectations and discrimination to become a renowned member of the medical profession without the benefit of the support services and civil rights protections available to blind people today. He was also a fierce advocate for greater opportunity for the blind in his time, and doubtless would have been a leader in the organized blind movement had he lived to see it come into being. The Jacob Bolotin Award Program celebrates his pioneering spirit by recognizing and supporting outstanding programs, technologies, and individual efforts that promote independence and opportunity for blind Americans. Following the example set by Dr. Jacob Bolotin, previous winners of the award granted in his name represent the finest efforts being made today by and on behalf of blind people throughout the United States." Recipients of the 2011 Dr. Jacob Bolotin Awards will be determined by the Dr. Jacob Bolotin Award Committee of the National Federation of the Blind. Applications are due by March 31, 2011. Individuals or organizations are encouraged to apply on behalf of themselves or others. The award recipients will be announced at the 2011 National Federation of the Blind Convention in Orlando. A total of $50,000 will be distributed to the award recipients. The Jacob Bolotin Award Program is funded through the generosity of Dr. Bolotin's nephew and niece, Alfred and Rosalind Pearlman. This legislation contains provisions of our Pedestrian Safety Enhancement Act, which would require that the Department of Transportation establish a motor vehicle safety standard that would require hybrid and electric vehicles to be equipped with an alert sound to alert pedestrians of their presence and operation. While our portion of the Motor Vehicle Safety Act has support from the automobile industry, the Senate Committee on Commerce, Science, and Transportation has been working diligently to resolve other differences in the bill and to prepare the final legislation for Senate action. The Unanimous Consent process begins with a hotline call to all members of the Senate, informing the members that this bill is being considered for the Unanimous Consent Calendar. Members of the Senate will then have forty-eight hours to object to the bill moving on the Unanimous Consent Calendar. If no member objects, the bill is considered passed without floor action, and will then be sent to the House of Representatives for floor action. However, if even a single member objects, the bill cannot move forward until that member releases their hold on the legislation. I am asking that you contact your senators early next week and urge them to support the Motor Vehicle Safety Act, S. 3302.
