On an Oklahoma farm in 1969, young Jo Harding, her parents, and their dog take shelter from an F5 tornado[note 1] that destroys their farm and kills Jo's father as he tries to secure their cellar door. Twenty-seven years later, Jo is a tornado-obsessed meteorologist leading a team of storm chasers. Her estranged husband, Bill, an ex-storm chaser turned TV weatherman, travels to Oklahoma with his fiancée Melissa to obtain Jo's signature on their divorce papers.

Jo shows Bill the realized "Dorothy", a device containing hundreds of small weather sensors that he conceptualized. Dorothy could revolutionize tornado research and potentially provide an earlier storm-warning system, but the device must be deployed dangerously close to a tornado to work. Jo's team rushes off to chase a developing storm with her failing to sign the papers, forcing Bill and Melissa to follow.

Jonas Miller, a rival storm chaser and former colleague with corporate funding, stole Bill's idea for his own Dorothy-like device, Dot3. Jonas plans to deploy Dot3 first, claiming credit for its design. Enraged, Bill agrees to accompany Jo and the team for one day to launch Dorothy. As the team pursues a developing tornado, Bill drives Jo's truck into a ditch attempting to get in front of the damage path. The tornado though strengthens into an F2, and after destroying a barn corners the truck in front of a bridge. Jo and Bill shelter under the bridge as the tornado destroys the vehicle and one of the four Dorothy prototypes. With more storms developing, Bill leads the team in his own truck, and chases a high end F2 tornado. They encounter Jonas's team just as Bill predicts a change in the tornado's path and diverts their course. The team follows the F2 now with a group of waterspouts on Kaw Lake. However one of them develops another vortex, and spins the truck around with Melissa traumatized in the process.

The team visits Jo's Aunt Meg in nearby Wakita for rest and food. Dusty tells stories about Bill's crazy past career as a storm chaser to Melissa, but Bill condemns it responding that he had killed his old personality. The team then scrambles to chase a developing twister that had just been forming. Jo and Bill intercept an F3 with unpredictable movements. It knocks over powerlines that crush Dorothy II. With the truck damaged, Bill forces them to retreat, but Jo undergoes an emotional breakdown over the failure, and unloads about her motivations and her father's death. Bill admits his feelings for Jo, unaware that Melissa is overhearing them through the CB radio.

The team overnights in Fairview to repair their vehicles. While there, Jo signs the papers. A nocturnal F4 wedge tornado forces the team and others into a garage pit near a drive-in theater for protection. The tornado destroys the garage and two team vehicles as the result of tossed debris, and injures several people before proceeding toward Wakita. Before the team rush there, Melissa ends her and Bill's relationship, encouraging him to reunite with Jo.

The town's storm sirens provide little warning time ahead of the tornado, which leaves Wakita in ruins and flattens Aunt Meg's house. The team, however, rescues Aunt Meg. The National Severe Storms Laboratory forecasts that a potentially record-breaking tornado will form the next day. Inspired by Aunt Meg's wind-vane sculptures, Bill and Jo add aluminum "wings" to the last two Dorothy prototype sensors, making them more aerodynamic.

True to the forecast, a mile-wide F5 tornado forms the next day, and the team pursues it. Bill and Jo attempt to place Dorothy III in its path; however, the device is knocked over and destroyed by an airborne tree. Meanwhile, Jonas attempts to deploy Dot3, ignoring Bill and Jo's warnings that the tornado is changing direction and headed straight at them. The tornado sweeps Jonas's truck away, killing him and his driver. With the last remaining Dorothy affixed to the truck bed, Bill and Jo drive directly at the tornado, then jump out, sacrificing Bill's truck to ensure that Dorothy IV can release its probes into the wedge. The gamble is successful, as Dorothy IV's probes provide immediate scientific data, but without their truck, Jo and Bill are forced to run as the tornado shifts toward them. Inside a nearby pumphouse, they strap themselves to deep pipes. As the building rips away, the F5's core passes over them. After the tornado dissipates, the team celebrate their success and Jo and Bill reconcile.

Kate Carter works in Oklahoma with her storm chaser friends Javi, Addy, Praveen, and her boyfriend, Jeb. Alongside a Dorothy V doppler, the team launches barrels of sodium polyacrylate beads into a tornado in hopes of reducing its intensity and securing funding for further research. However, the attempt is unsuccessful due to the tornado suddenly intensifying into an EF5, killing Jeb, Addy and Praveen while Javi and Kate survive, the latter blaming herself for underestimating the tornado and quitting storm chasing and the experiment altogether.

Five years later, Kate works at a NOAA office in New York City. Javi, now working for mobile tornado radar company Storm Par, offers Kate a one-week position with his team to test a new tornado scanning system using phased-array radar. Kate initially declines but has a change of heart after Javi sends a news report about a tornado destroying a town without warning and assuring her that they have a chance to save lives. Kate and Javi join the Storm Par team in Oklahoma, which includes Javi's business partner Scott. Popular YouTube storm chaser Tyler Owens, known as the "Tornado Wrangler", also arrives in Oklahoma from Arkansas looking to capitalize on a predicted tornado outbreak. Tyler is joined by his crew of Boone, Dani, Dexter, and Lily, as well as British journalist Ben.

Storm Par and Tyler's crew chase an EF1 tornado that has touched down in a nearby wind farm. Kate suffers a panic attack causing her to drive away, rendering her unable to help Javi set up the final scanner. The team tracks another storm which produces another EF1, and a satellite that splits off. Storm Par chases the Satellite after noticing that it is intensifying. The Satellite intensifies into an EF3, and takes out one of the scanners. Kate and Javi barely escape and drive to the nearby tornado-ravaged town of Crystal Springs to help recovery efforts, along with Tyler's crew. Having initially dismissed Tyler and his team as glory hounds, Kate is surprised to learn they use merchandise profits to aid tornado victims, while also learning that Storm Par investor Marshall Riggs profiteers from Javi's project by purchasing tornado-damaged land at very low prices and re-selling them for exorbitant amounts.

That night, Tyler invites Kate to a nearby rodeo in Stillwater, where they begin bonding. When a large EF4 tornado hits, Kate, Tyler, and several others take shelter in an empty motel pool, but a motel employee and two other guests are killed. In the aftermath, Kate confronts Javi about Riggs' intentions and claims Javi is ignorant to the victims being exploited, causing an offended Javi to thoughtlessly blame her for their friends' deaths. Distraught, Kate abandons Javi and retreats to her mother's farm in Sapulpa. Tyler follows her and uncovers Kate's previous research regarding the tornado disruption experiment five years ago. Kate initially declines Tyler's offer to help retry the experiment due to her guilt and trauma, but later accepts when Tyler points out that her experiment can still give people a fighting chance against tornadoes. The next day, they release the beads into a passing tornado, but it fails to dissipate. Using scanning data provided by Javi, who shows up at Kate's childhood home to apologize to her, Kate is able to hypothesize a change in the experiment to correct a previous oversight, namely adding silver iodide.

The team tracks another tornado near El Reno. The tornado becomes rain-wrapped, and nearly hits Javi and Scott. They are nearly killed but they escape just as the tornado catches fire after hitting an oil refinery. The tornado explodes in size, becoming a mile-wide EF5 that begins shifting towards El Reno. As Kate and the Wranglers head into town, Javi decides to follow them, but Scott attempts to pressure him into continuing their mission for Riggs. Enraged, Javi abandons Scott by the road and quits his partnership with Riggs, finally seeing how callous Riggs and his team are.

In El Reno, Kate, Tyler, and their team, learning that all shelters are full, evacuate the remaining townspeople into a nearby movie theater when a derailed streetcar and debris traps Tyler. As Kate struggles to free him, Javi arrives just in time to help save Tyler before a water tower nearly collapses on them. With the theater not having a basement and unable to withstand a direct hit from the tornado, Kate drives Tyler's truck into the tornado's center. She fires the silver iodide into the tornado, and after a brief struggle with the controls, she successfully launches the polyacrylite beads, but the vehicle is overturned. The tornado rips the theater open, sucking out two people and nearly sucking Lily and Tyler out as well right as the measures take effect, and the tornado dissipates. The team rescues Kate and celebrates the experiment's success.

Sometime later, as Kate waits at the airport for her flight back to New York City to gain funding for further research, Tyler shows up. Tyler chases Kate to stop her from leaving and they reconcile. Upon learning that flights have been delayed because of strong winds, the two swiftly depart for the storm. A closing montage shows that Ben's story focused on Kate and that Kate, Tyler, and Javi have joined in a new tornado radar business.

To his wife Helen and his daughter Dana, Harry Tasker is a computer hardware salesman often away on business trips, but he is actually a secret agent for Omega Sector, a top-secret U.S. counterterrorism agency. Harry, along with his teammates Albert "Gib" Gibson and Faisil, infiltrates a party in Switzerland hosted by billionaire Jamal Khaled. At the party, Harry meets Juno Skinner, who turns out to not only be Khaled's art dealer, but someone paid by "Crimson Jihad", a terrorist faction led by Salim Abu Aziz. Undercover as a potential buyer, Harry visits her, leading the terrorists to attempt to kill him. Harry fights them off but loses Aziz in a pursuit. As a result, Harry misses the birthday party that Helen and Dana planned for him.

The next day, Harry goes to Helen's office to reconcile with her, but instead overhears her secretly arranging to meet someone called Simon. Suspecting Helen is having an affair, Harry uses Omega Sector resources to learn that Simon is a used car salesman, who pretends to be a covert agent to seduce women. In disguise, Harry and other Omega agents arrest Helen and Simon. After terrifying Simon into keeping away from Helen, Harry and Gib interrogate her using a voice masking device in a secret facility. They learn she is suffering a midlife crisis and is desperately seeking adventure. Harry thus arranges for Helen to participate in a staged spy mission, where she is to seduce a mysterious figure (who is actually Harry) and plant a bug in his hotel room.

However, Aziz's men burst in, kidnap the couple and take them to an island in the Florida Keys. On the island, Harry learns Crimson Jihad paid Juno to help the group smuggle four MIRV nuclear warheads by hiding them in antique statues. Aziz demands that the U.S. remove their forces from the Persian Gulf or he will weekly detonate a warhead in a major U.S. city. He will also detonate one warhead on the uninhabited island to demonstrate Crimson Jihad's resolve. Before being tortured with Helen, Harry is administered a truth serum and confesses his double life to her. They escape and learn that one warhead is set to explode in 90 minutes while the others are loaded onto vehicles to be taken into the U.S. via the Overseas Highway, thus bypassing U.S. Customs. In the ensuing melee, Harry and Helen kill many of the terrorists, while Aziz gets away with one of the warheads on a helicopter.

Helen is caught by Juno and taken in a limousine following the convoy. Gib and other Omega agents pick up Harry. They use two Marine Harrier jump jets to intercept the convoy by destroying part of the Seven Mile Bridge. Harry rescues Helen from the limo before it falls off the highway, killing Juno. The warhead left on the island detonates without killing anyone.

Harry discovers that Aziz and his men are holding Dana hostage in a Miami skyscraper and are threatening to detonate their last warhead. Harry commandeers one of the jets to rescue her. Faisil gets into the building by posing as a news cameraman. Dana steals the missile control key and flees to the roof, while Faisil kills several of Aziz's men. Aziz pursues Dana onto a tower crane, and then Harry arrives. Harry rescues Dana, and after a struggle with Aziz, he has him ensnared on the end of one of the plane's missiles, which Harry fires at a terrorist helicopter, killing Aziz and the remnants of Crimson Jihad. Harry, Helen and Dana are safely reunited.

A year later, Harry and Helen are working together as Omega agents. While on a mission at a formal party, they encounter Simon, working as a waiter and pretending to be a spy. Simon runs away in fear after they reveal themselves and threaten to kill him. Harry and Helen dance the tango, while Gib pleads for them to take their work seriously.
