[NFBSF] Voting info for Alameda County, plus California state props

Hey, all,

I'm sending a plain language voter guide for the state props for this 
General Election (on 11/3) plus little voter guides for the parts of 
Alameda County--both unincorporated and cities. The little guides are in 
a .zip file that has an index for which small guide is for what area. 
Folks should get their file from the zip file *plus* the 
Alameda_County_2026_Special_Districts_and_Community_Colleges_Key file. 
That file lists things like AC Transit, BART, colleges, and other things 
that cross borders between cities. There's in index file in the zip file 
that says which small "key" is for what part of the county.

I hope this makes sense. This is the first time I've tried this. I would 
have liked to do more bay area counties, but this was quite an effort, 
as it was. Chat GPT was *quite* helpful in making this happen, and I 
checked the work at each step, but humans are fallible as well. :) The 
final arbiter in each voter's case is their own ballot.

I also added the file that the smaller guides came from, should that be 
helpful for folks who work the whole county.
