JOB SUMMARY:

The Library of Congress serves the Congress in fulfilling its duties 
and preserves and promotes knowledge and creativity for the benefit of 
the American people. It is the nation's oldest federal cultural 
institution and the world's largest library, with more than 151 million 
items in its physical collections (including books, manuscripts, 
prints, photos, film, video, and sound recordings) and almost 20 
million items online. Located primarily on Capitol Hill in Washington, 
D.C., the Library is the home of the U.S. Copyright Office, the 
Congressional Research Service (CRS), the Law Library of Congress, and 
the National Library Service for the Blind and Physically Handicapped.

The Education and Training Specialist position working independently 
reports directly to the Chief, Network Division, NLS, and serves under 
the administrative supervision of that Chief.  The incumbent researches 
the latest trends in information technologies pertaining to digital 
libraries and their operational and informational systems particularly 
those used in the 115 network libraries across the nation that comprise 
the NLS network, searching techniques, distance learning and 
educational methodologies.

This position is located in the National Library Service for the Blind 
& Physically Handicapped, Partnerships and Outreach Programs, Library 
Services, 1291 Taylor Street NW, Washington, DC 20542.

The position description number for this position is 197039.

The salary range indicated reflects the locality pay adjustments for 
the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Relocation expenses will not be authorized for the person(s) selected 
under this vacancy announcement.

The Education and Training Specialist researches the latest trends in 
information technologies pertaining to digital libraries and their 
operational and informational systems particularly those used in the
115 network libraries across the nation that comprise the NLS network, 
searching techniques, distance learning and educational methodologies. 
The incumbent also designs and develops instructional materials and 
methods using normal classroom instruction and a multimedia approach to 
create interactive instructional programs for delivery through the 
world wide web to a national audience. The incumbent works with subject 
matter experts to determine the intervention necessary to meet the 
established training and educational needs, prepares learning 
objectives, identifies prerequisites, defines course content, selects 
and sequences activities, writes programs and leader guides, 
participant manuals and other training materials as required. The 
Network Division coordinates its activities with those requiring 
training to institute new programs or to improve performance throughout 
the network.

training sufficient in scope and quality to furnish them with an 
acceptable level of the following knowledge, skills, and abilities to 
perform the duties of the position without more than normal supervision.

Ability to apply knowledge of education program and project
