Airport Link bridge goes up 

Late Tuesday evening, Port of Seattle contractors successfully installed the
pedestrian bridge that connects the new airport Link light rail station with
the airport parking garage. Traffic was temporarily detoured. 

The bridgework was a significant step in the construction of the
SeaTac/Airport light rail station. Overall, work is coming along well and
passenger service to the new station will begin in December. Once that
extension is made, you'll be able to ride a Link train from the airport all
the way to downtown Seattle. 

At the same time, work is also continuing on the extension of light rail
from downtown Seattle to Capitol Hill and the University of Washington.

COP delivers task force report 

The independent Citizen Oversight Panel on Thursday released a report to the
Sound Transit Board on the results of its task force that looked into
long-term operating costs at the agency. 

The COP noted that it's essential to manage the agency's long-term operating
costs, particularly with the nation's current economic downturn. The COP's
eight-member task force brought forward a number of observations and
findings in five areas: Organization, Budgeting Process, Management
Reporting, Staff Compensation, and Financial Metrics. 

As the COP noted, we're already working on recommendations from the Board's
own effort earlier this year that identified areas of change in transit
service operations and maintenance. Ron Tober, Sound Transit's Deputy CEO,
is directing an effort that includes scrubbing the agency's budgets and
reviewing its management reporting systems.  Chair Nickels asked me to
prepare a report for the Board in response to the COP within 30 days.

Cougar train Saturday, Seahawks Sunday 

Special Sounder trains are carrying football fans to the stadium this
weekend. 

On Saturday, we'll run trains to the WSU Cougar Gridiron Classic at Qwest
Field. This has been a very popular event in past years. Two special event
trains will come from Tacoma and one from Everett, making their regular
stops along the way. The trains will also take fans home after the game.

opener against the St. Louis Rams.

As always, ST Express buses and Link light rail trains provide regular
service with stops near the stadium. 

The Sound Transit Board on Thursday: 

*	Reappointed Paul Wiesner from the North King County subarea to the
Citizen Oversight Panel to serve a second term of four years beginning April
2009 and expiring April 2013. 

*	Ratifed the chief executive officer's finding of the existence of an
emergency in connection with the discovery of subsurface voids above the
Beacon Hill tunnels. Additionally, ratifying the actions taken by Sound
Transit staff directing both Shannon and Wilson, Inc. and Hatch Mott
MacDonald/Jacobs Engineering JV to perform specific tasks associated with
the investigation into the existence and extent of subsurface voids, and the
remedial work necessary to fill voids and compact loosened zones in specific
areas above the Beacon Hill tunnels. Authorizes the chief executive officer
to increase the contingency in the contract with Shannon & Wilson, Inc. to
provide continuing geotechnical support services for the Beacon Hill Station
and Tunnels Contract in the amount of $1,700,000, for a new total authorized
contract amount not to exceed $16,268,581. 

*	Ratified the chief executive officer's finding of the existence of
an emergency in connection with the discovery of subsurface voids above the
Beacon Hill tunnels. Additionally, ratifying the actions taken by Sound
Transit staff directing both Shannon and Wilson, Inc. and Hatch Mott
MacDonald/Jacobs Engineering JV to perform specific tasks associated with
the investigation into the existence and extent of subsurface voids, and the
remedial work necessary to fill voids and compact loosened zones in specific
areas above the Beacon Hill tunnels. Authorizes the chief executive officer
to increase the contingency in the contract with Hatch Mott MacDonald/Jacobs
to provide continuing civil engineering design support services for the
Beacon Hill Station and Tunnels Contract in the amount of $125,000, for a
new total authorized contract amount not to exceed $22,393,243. 

*	Approved an amendment to the agreement with the City of Renton to
reimburse the city for final design and right-of-way acquisition costs
related to the Rainier Avenue Arterial Improvements Project in the amount of
$4,500,000, for a new total authorized agreement amount not to exceed
$9,530,000. 

*	Restated Master Resolution No. R2009-15 and authorized sales tax and
motor vehicle excise tax bonds of the authority to be issued in one or more
series to finance a portion of the Authority's regional transit system plan.


*	Authorized the issuance of sales tax bonds of the Authority, in one
or more series, to finance and refinance a portion of the Authority's
regional transit system plan; fixing certain provisions and covenants of the
bonds, including provisions safeguarding the payment of the principal
thereof and the interest thereon; and authorizing and directing the sale of
such bonds.
