Seattle: Don't take our electric trolley buses

Seattle residents can cite many reasons why they feel protective of their
electric trolley buses.

For one, trolley buses don't make the air smell like diesel. They don't
shake your house when they drive by. And they don't emit greenhouse gases
from the tailpipe.

But the 159 trolley buses in King County Metro Transit's fleet are aging and
falling into disrepair. Metro officials say the fleet, which runs on
electric motors powered by overhead wires, will need to be replaced in 2014.

There are questions about whether to replace them with another trolley fleet
or go with diesel-electric hybrids. An audit report last year suggested
Metro could save $8.7 million per year by switching to hybrids, which are
cheaper to purchase and operate. 

Seattle is among only five cities in the U.S. and Canada with electric
trolley buses. And the city doesn't want to lose them.

"We need to be electrifying more bus routes, not fewer," an adamant Jon
Morgan said to the City Council's transportation committee Wednesday.
Morgan, a Capitol Hill resident, is a member of the city's pedestrian
advisory board.

On Wednesday, transportation committee chair Tom Rasmussen hosted a special
brown-bag session on the future of trolley buses. It was a chance for
officials from Metro and the Seattle Department of Transportation to discuss
the past and future of the city's electric buses.

Several residents, trolley bus operators, and downtown businesses
representatives turned out to show support. As someone who lived along a
trolley bus line on Queen Anne hill, Rasmussen said he's a fan and he'd hate
to see them go.

"I really saw the amazing benefits of the electric buses. They can climb the
hills of Seattle extra powerfully. They're fast in terms of take-off from
the bus stops," he said.

Audit says time for change

But last year's transit performance audit by the county Auditor's office,
which analyzed everything from route schedules to fares to help
cash-strapped Metro save money, suggested replacing trolleys with hybrids. 

The King County Council has requested Metro to follow up with a more
thorough evaluation of the costs and benefits of trolleys in comparison to
other bus propulsion technologies. Metro was allocated $850,000 to finish
the study, which would inform a decision before the next budget process
begins in the fall of 2011.

Metro General Manager Kevin Desmond said Wednesday the audit was narrowly
focused and missed other factors that should be considered. 

"I think this has generated a certain amount of misunderstanding in the
public and the press and among others," he said.

According to the audit, trolleys cost about $25,000 more per bus per year to
operate, primarily due to maintenance of the infrastructure, according to
the audit. Trolleys and their spare parts also cost more, partially because
North America comprises only a small part of the trolley market. They're
more prevalent in Europe, officials said Wednesday.

In addition, trolley routes are difficult to schedule efficiently because
the buses must stay connected to wires that are fixed and can't pass each
other or detour. The auditors estimate scheduling inefficiencies alone cost
Metro about $3.7 million per year with trolleys.

For an agency with staggering budget deficits caused by falling sales tax
revenue, no amount of money is too small to ignore.

But Metro officials say the audit didn't consider the potential for fuel
costs to rise. When diesel prices skyrocketed a few years ago to $4.27 per
gallon, trolley buses were cheaper to operate, Desmond said.

On average, trolley buses last about 18 years, compared to an estimate of 16
years for hybrids. Hybrid buses are estimated to emit about 1,500 tons of
carbon dioxide over their life span, compared to virtually none from trolley
buses, which operate on clean City Light hydropower, according to a
PowerPoint presentation during the meeting.

In addition, trolley buses are eligible for federal funding for fixed guide
way transit systems. King County gets about $11.5 million per year under
that program, which it would no longer receive if it switched to hybrids.

Plus, trolley systems in other cities are equipped with longer-lasting
batteries or alternative diesel engine that allows them to go off-wire to
detour around construction zones, said Christina O'Claire, manager of the
trolley bus system evaluation project.

The heyday of Seattle's electric trolley buses was between 1941 and 1963,
when trolleys ran to almost every neighborhood via overhead wires, said Bill
Bryant, Transit Program Lead for SDOT. 

When North Seattle was annexed in the 1950s, adding 10 square miles to the
city, the 40,000 new residents were promised transit service. But Seattle
Transit, the city's then-private transit company, was in financial straits
and couldn't afford to extend the trolley lines to the new city limits.
Instead, many of the overhead power lines were dismantled and trolleys were
replaced with diesel buses.

"It was simply too expensive to extend the trolley bus wires to new city
limits," he said.

Then, starting after Metro was formed in the 1970s, Seattle and King County
worked to rebuild the trolley network. As of today, Metro operates 14
trolley routes in Seattle via 70 miles of overhead wire and account for more
than 19 million weekday boardings, or about 20 percent of weekday ridership.

Before next year's decision, Metro plans several more public meetings,
including an open house on trolley buses next Tuesday at the Plymouth
Congregation Church at 1217 Sixth Avenue. Metro also has set up a website at
