Job Description



SUMMARY

A responsible position within the Administrative Services Department
performing a variety of financial analysis and monitoring of financial
plans, fixed assets, ridership, and grant reporting compliance. 

SCOPE OF RESPONSIBILITY

The incumbent will perform new and recurring processes with occasional
variations from the norm involving a high degree of complexity and will
be responsible to operate within established procedures. Contacts
contain confidential/sensitive information necessitating discretion at
all times.

Work is performed under moderate supervision from the Financial Manager
and considerable judgment is expected to be exercised in the execution
of duties. Errors in account coding could result in inaccurate reporting
of C-TRAN's financial condition.

ESSENTIAL FUNCTIONS

The following summarizes the essential or key
responsibilities/attributes of the position the incumbent will be
required to perform with or without reasonable accommodation:

Assists in the preparation of all aspects of C-TRAN's biennial budget
and budget revisions. Assists in the development of explanatory
information (text and charts) to inform diverse groups about the
agency's budget.

Performs financial analysis on special one-time and ongoing projects as
directed. This may include responding to surveys, reviewing emphasis
areas identified, and researching other agencies to provide data to
senior management.

Utilizes financial and operating statistics to assist in the preparation
of reports for federal, state, and local recipients following the
prescribed or developed format. Assists in preparing annual federal
report by gathering, reviewing, and analyzing data to ensure compliance
with federal requirements and continuation of grant allocations. Assists
in preparing annual state report and provides capital purchase
information and cash flow sheets to meet Transit Development Plan state
requirements. 

Prepares assigned month end journal entries and general ledger accounts
including research and reconciliations. Gathers and enters information
for Fixed Asset accounting and physical inventory counting including
Small and Attractive inventory. 

Provides support for the monthly reporting of passenger ridership
requiring knowledge of the internal tracking system, the farebox
database, automated passenger counting, and the National Transit
Database (NTD) system.

Analyzes financial impact of labor contracts. Works with management
staff during labor negotiations to cost out labor proposals.

Assists project manager in tracking costs of projects to contracts.

Prepares and enters grant receiving and billing requests. Retains
documentation of these transactions and updates electronic databases.

Processes daily purchase orders in compliance with procurement policy
and procedures including reviewing budget availability and general
ledger coding. 

Assists in preparing monthly management reports and reports, which
compare C-TRAN's performance to other peer systems as directed.
Management reports include, but are not limited to, the analysis of
actual to budget results and performance indicator reporting.

Researches inconsistencies and anomalies in records and reports,
interprets findings, and makes recommendations.

OTHER FUNCTIONS

Assists in preparing the Comprehensive Annual Financial Report.

Participates in meetings and training and provides input as needed.

Performs other related finance activities as may be developed and
assigned by the Financial Manager.

KNOWLEDGE, SKILLS, AND ABILITIES

Requires a Bachelor's degree with related course work and emphasis in
business administration, finance, or accounting with at least two years'
related work experience sufficient to perform thoroughly and accurately
the full scope of responsibility as outlined in the job description.
Experience in public sector and familiarity with FTA grant processes
desired.

Requires strong analytical, research, writing, and budgeting skills and
a proven ability to exhibit tact and diplomacy to achieve desired
results; ability to work effectively with all levels of staff and
vendors with varying levels of expertise; ability to maintain
confidentiality; ability to explain complex information in a clear,
concise manner, both orally and in writing; and intermediate level
skills in Microsoft Word and Excel. 

ADDITIONAL REQUIREMENTS

Regular, dependable attendance is required.

A valid driver's license from state of residence and a good driving
record are preferred.

Must be able to comply with C-TRAN's nonsmoking policy and function in a
nonsmoking work environment.

Must pass an employment physical examination to be certified for the
position and maintain a physical condition which, either with or without
accommodation, allows completion of all essential duties.

If selected for the position, documentation that you are a United States
citizen or an alien lawfully authorized to work in the United States
will be required to establish your identity and work authorization in
accordance with the employer's obligation under the Immigration Reform
and Control Act of 1986.

If selected for this position, employment will be conditional pending
completion of a criminal background investigation.
