BANA Prepares to Betray the Blind

FOR IMMEDIATE RELEASE
Yesterday, the Braille Authority of North America issued a press
release in
which they indicate that a vote will be taken to decide whether
to adopt
Unified
English Braille (UEB) during their November meeting in San Diego.
This news
comes as a surprise to many who believed that the stage had been
set for
changes
and modifications to UEB that would incorporate Nemeth Code
within UEB.
This
was requested by the American Council of the Blind at its summer
conference
and
convention in Louisville, KY. Approval by ACB's representative
to BANA was
conditioned on such incorporation.
"Either BANA has misinterpreted ACB's conditional approval of UEB
or it has
decided to move ahead anyway," said Chris Gray, a participant in
ACB's
resolution debate and other business regarding ACB's conditional
approval of
UEB. "To take a deciding vote in November simply gives BANA no
time to hold
any
meaningful discussions or consideration of ACB's provisos."
In addition to ACB's resolution which has not yet been released
for public
examination, Gray made a motion that a technical committee be set
up within
ACB
to advise its representative, Kim Charlson, on the effectiveness
of whatever
technique would be used by BANA to incorporate Nemeth Code into
UEB. During
the
debate on the motion to establish this group, Charlson informed
the body
that
she had been contacted by BANA's Chair and assured that work was
already
under
way to establish a working group to study this issue.
"Incorporating Nemeth Code into UEB, if it's going to be
effective, will
take
time and careful study" says Gray. "It is inconceivable that
such an effort
could be planned and executed in less than five months after
ACB's
provisions
were put forward. It seems pretty clear that BANA has chosen to
move ahead
despite ACB's resolution."
In the coming days, strong reactions and commentary are expected.
UBA Press
