A simple excel spreadsheet would solve this problem.
We would track forms received, (via mail and email) then when the payment is
received we will note this on the spreadsheet. If no payment is received by
10/07, then, no preregistration for that person.
And, yes, I know I can get a money order or a cashiers check, both costing
$7.00 from my bank. I feel that paying a premium is ridiculous.

Let's think about this a moment. By advocating that the NFB of Washington
accept online bill pay, what one really is doing is asking those processing
registration to keep track of which registration forms one has received
where payment has come through and which forms have not had payment come
through. Then if payments come through, we must again go through the forms,
matching payments with forms. In effect, one is asking that we keep records
of "accounts receivable". We aren't merchants; we're a group of volunteers
in the business of educating the public and ourselves about blindness. If
one could get the online bill pay chekcs sent to one's home, then there
would be no problem since one could insert that check along with the
registration form in the envelope sent to the post office box. Thus, all the
work of payment would be placed right where it belongs -- on the payer!

Moreover, there are alternatives: one canpurchase a money order, have one's
bank issue a draft, etc. I certainly don't believe that you are implying
that blind persons have a harder time doing this than do sighted persons! If
we want equality, we must act like it.

there are people that do not have checks they just use bill pay which sends
check from bank to mail box.  why can not use bill pay to have check sent
from account bank to the PO box?

I hate to rain on anyone's parade, but the information below is incorrect.

Any registration form that is not *physically* accompanied by payment will
be invalid. Hence, on-line bill-pay will *not,* I repeat NOT, be acceptable
as a method of paying for registration. Your registration form *must* be
sent to the P.O. box with payment in the *same* envelope. It is not the job
of NFB of Washington personnel to keep track of registration forms separate
from payment.

Therefore, the only valid registration forms will be those accompanied by
payment -- cash, check, money order, traveler's check, etc.

We owe a fiduciary duty to those who make tax-deductible contributions to
the affiliate to be zealously scrupulous in our accounting. Moreover, it is
not difficult to figure out a way to send your registration form physically
accompanied by payment. Be resourceful.

I'm sorry I had to say this so publicly but it is better to be absolutely
clear at the outset and avoid erroneous conclusions.

Or, you can use your online billpay feature, a free service of most banks
that have online banking.

I am sending my billpay check separate from my registration form since that
is sent for me from my bankk, and you will just be considered registered
when your billpay check arrives.
