Policy Analyst
SALARY: $34.12 - $51.18 Hourly

POSITION DESCRIPTION:
The Community Police Commission (CPC) is a partnership between the Police Department, its officers, community members, and public officials. Its role is to support the development of reforms, the establishment of police priorities, and mechanisms to promote community confidence in the Seattle Police Department (SPD). The Commission was created under the Settlement Agreement with the Department of Justice (DOJ).
JOB RESPONSIBILITIES:
This position serves as an advisor to the 15 member Community Police Commission (CPC), providing complex policy research, advice, strategy, and implementation for the CPC to fulfill its duties outlined in the DOJ Settlement Agreement, Mayoral Executive Order 02-2012 and Ordinance 124021. The position will also provide operational support for the Commission. The Policy Analyst will work with the Executive Director and the CPC to develop, recommend, assess and audit Seattle Police Department policies that directly impact the public, including, but not limited to: 1) Stops and Detentions; 2) Bias Free Policing; and 3) Supervision and Discriminatory Policing. The Analyst will work directly with the SPD Compliance Coordinator to insure clear alignment of policy and will be supervised by the Executive Director of the Office of the Community Police Commission. The Policy Analyst will:
Conduct and/or procure expert research and analysis of policy issues. Initiate, formulate, plan, execute, and coordinate sophisticated research and in-depth analysis of policies and practices, and/or identify consultants to conduct data analysis and coordinate their research and their access to data.
* Analyze programs and data to develop short and long-term strategies.
* Study, analyze, evaluate and prepare option papers and recommendations.
* Make program and policy recommendations to the Executive Director and CPC.
* Support the CPC in providing advice to SPD on specific program and policy recommendations.
* Work closely with SPD to determine best implementation of potential program changes.
* Development of systems to track measurements and accomplishments. Implement tools to report back to the CPC, City government, SPD and Monitor.
* Develop and conduct surveys including survey design, sampling, interviewing and analyzing survey data.
* Attend Commission and public meetings to receive community feedback about SPD's progress.
* Prepare reports and presentations for the CPC, Mayor, Council and community.
* Develop and implement communication tools.
* Present research locally and nationally.
* Supervise research assistants when relevant.
QUALIFICATIONS:
Required Qualifications: Bachelor's degree or higher level education in public safety, human services, public administration, and/or a related field or relevant experience. A minimum of three years' experience in civil rights policy work. Exceptional written and oral communication skills are a must. Experience working with commissions and/or community groups, specifically related to communicating complex policies. Experience working with diverse communities, and a demonstrated understanding of institutional racism. Valid driver's license or evidence of equivalent mobility.
ADDITIONAL INFORMATION:
Desirable Qualifications: Experience working with the police, the criminal justice system and diverse communities. A higher level degree such as a Master of Public Administration, Juris Doctorate or related field.
