You're not likely to do well accessing the workforce site using an Apex or iPhone. The former is a glorified PDA and the latter is merely a smartphone, not a full -fledged computer capable of handling complex websites. Your best bet is to take a reader - your husband, perhaps? - to the workforce office and use their computer using your reader. Don't expect the workforce people to help you with access. They don't know jack about access technology. 
Have you opened a case with DSB? It seems to me that DSB has some obligation to help you access job search sites.
