Service improvements proposed throughout the county

King County Executive Dow Constantine sent the County Council two proposals
for making major improvements to our transit system next year. One proposal
would revise our network of buses serving Capitol Hill, the University
District and northeast Seattle when Link light rail starts service to
Capitol Hill and Husky Stadium in 2016. The second proposal would separate
and extend the RapidRide C and D lines, make service revisions in the
Issaquah Highlands and southeast King County, and increase peak service on
the I-5 south corridor. If approved, these proposals will add to the many
improvements that are transforming Metro this year and next. 

New U-Link/bus network
U-Link light rail will provide 8-minute trips all day between the U District
and downtown Seattle. To help you reach this fast, reliable, high-capacity
service, we teamed up with Sound Transit to plan an integrated bus/light
rail network. We also coordinated closely with the City of Seattle on plans
to invest the transit funding approved by the city's voters last November.
For nearly a year we conducted an abundant public engagement process
involving bus riders, a public sounding board, the UW, Seattle Children's
hospital and others to shape a proposal. 

Thank you to everyone who attended a meeting, filled out a survey, sent in
comments or otherwise stayed engaged. The result is a plan that will get
people to Link while making our bus service more frequent, more reliable,
and less crowded. It preserves most connections to destinations we currently
serve and creates connections to new places that you asked for.

Thirty-three Metro routes would change; here's how: 

Frequency improvements

*	More frequent service on all or portions of 14 all-day Metro routes:
8, 10, 11, 12, 26X, 44, 48, 49, 65, 67, 70, 73, 75 and 372X. Buses will
arrive at least every 12 minutes on the five routes that connect directly to
Link: 8, 44, 45/67, 48 and 49.
*	More service on high-demand corridors currently served by routes 8,
16, 44, 48, 74 and 372x  
*	Added trips on four peak-only routes: 64X, 74X, 76 and 316

Reliability improvements

*	Two routes that are often delayed by traffic, 8 and 48, would each
be split into two shorter routes to improve reliability.

Connections to new places

*	More east-west connections between places like Fremont, Wallingford
and Sand Point, as well as new connections to places on Capitol Hill, South
Lake Union, Fremont, Sand Point, Wedgwood, Ravenna, Green Lake, First Hill,
and SeaTac Airport

Night, weekend improvements    

*	New weekend service on routes 67, 70, and 372X
*	New late night service on weekdays on routes 12, 67, 70, and 372X

Eleven routes (16, 25, 26 Local, 28 Local, 30, 43, 66X, 68, 71, 72 and 242)
would be replaced with other service. We've planned carefully to give most
riders on those routes the same service or better at the same stop they use
today. We've also worked to make transfers as convenient as possible.

RapidRide C and D lines extension 
Using transit funding approved by Seattle voters, we are proposing to extend
the RapidRide C Line to South Lake Union via Westlake Avenue, and to extend
the RapidRide D Line to Pioneer Square via Third Avenue (with temporary
routing along James Street and Fifth Avenue during Yesler Way Bridge
construction). These changes would improve the reliability of the two lines
and connect riders to job centers. 

Besides adding about 51,000 annual service hours to the C and D lines, the
city would use separate funding to add RapidRide branding to stops along the
C Line extension and install bus arrival information kiosks and ORCA readers

Route 200
We've been working with the City of Issaquah to improve the ridership and
performance of Route 200. In June, we extended the route to the Issaquah
Highlands Park-and-Ride, linking the Highlands to downtown Issaquah and the
transit center. Now we're proposing to extend Route 200 to serve Swedish
Medical Center Issaquah and delete a low ridership loop near Issaquah High

Southeast King County alternative services
Following our alternative services plan, we're planning changes to better
meet community needs in rural southeast King County. Our proposal would
improve regular bus service between Auburn and Enumclaw by adding service
hours on DART Route 915. In September 2016, we'll delete a little-used
segment of Route 907 between Black Diamond and Enumclaw and add an evening
trip to serve riders between Renton and Black Diamond. It will be replaced
with an alternative service, such as a community van, that we're developing

Additions to routes 179, 190
Finally, we're proposing additions to peak period service on routes 179 and
190. We were awarded a state Regional Mobility Grant for these routes to
relieve congestion between Federal Way and downtown Seattle.

The County Council will consider the proposals over the coming weeks. If
