Becky, I believe it could be right.  I know a lot of folks who 
are quite high partials who do not use canes.  Some of these 
folks are the same people who don't want to learn Braille, even 
though they have to put their noses practically in the book, or 
on the piece of paper, and read slowly, often with eye strain.
