Corey Grandstaff has challenged all Clark County members to send written testimony. I urge all NFBW members and friends to do this. There are people who oppose this bill because they falsely believe that submitting a ballot through a secure online portal is nnt secure. Several other states are already doing this and have had no issues with ballot security.

Testimony in favor of H.B. 1475
My name is Marci Carpenter. I am speaking today as President of the National Federation of the Blind of Washington, the premier advocacy consumer organization a blind and low vision people in Washington state. I represent hundreds of blind and low vision people of all ages in Washington. Under current Washington state law we have no way to vote privately and independently from home. We can request our ballots be sent to us by email and can fill them out using our screen reading technology on our computers or phones but returning them involves printing them, and then creating a special envelope in which to return them. Many people, not just blind people, no longer own printers. While we can go to a county seat which must have an accessible voting machine doing so means we are limited to voting during the hours that office is open. Many blind and disabled people live in rural counties where the nearest polling location may be quite a distance away and there is no public
transportation available to get them to an in person polling location. HB 1475 would allow us to secretly and independently fill out and return our ballots with the same as us the general public has using vote by mail. A secure online portal could be established and there is already technology available to verify identity with something other than a handwritten signature. The technology exists to do this. This is not a new voting system. It is simply another method for returning ballots. Ballots will still be converted to hard copy just as those which are currently returned by overseas and military voters via fax or email. Without this legislation Washington state is most likely out of compliance with the Help America Vote Act. Some states have already been sued for not providing equal access to voting methods for voters with disabilities we don’t want that to happen in Washington state. Other states have passed laws and it’s time for Washington to do the same.
