this. Is there some formal process for submitting input? I know I
have sent out some ideas, but that is far from sending a formal response.
I think it would be helpful for all of us to know how we can get our ideas heard
and be assured that they are being given some serious consideration. As I
read what is attached, I see little that would be of any benefit to the IL
providers and the older blind adults they currently serve. I’m not
sure a compliance audit of the IL providers is what any of us had in mine as an
effective way to serve older blind adults-especially as everything is entered
directly into your computer system for Debbie to approve or disapprove! While it
may do something for DSB’s bottom line I don’t think it is what any of us had
imagined for using these precious dollars. It is my hope that some
creative and meaningful projects can come out of this and the best way is for
all of us to be involved in the planning. </SPAN></FONT></P>

preliminary overviews of the federal RSA restrictions and guidelines for the VR
and IL Stimulus (S) funds. The Governor’s emphasis on the use of S funds
is more focused on immediate creation or retention of jobs, whereas RSA is
broader in its approach to recovery and capacity building, yet still emphasizing
jobs. Both the state and federal approaches strongly emphasize
transparency and accountability.</SPAN></FONT></B></P>
