Ed, 

I cannot remember the exact figures, but there are approximately 163
Goodwill stores across the country and around 100 of them do not hold
certificates.

I'll bet there are some small local shops in the state which pay minimal

amounts to their clients without an official "certificate" which
authorizes 
them to do so. I use the word "clients" because at this level it may
become 
difficult to distinguish between a "workshop" and what might better be 
described as an "adult day care facility."

I suspect that Good Will Industries holds a certificate at the national 
corporate level which allows any of their affiliated facilities to pay 
sub-minimum wages. Perhaps someone on the list from outside West
Virginia 
can shed some more light on this.

Thank you, Sheri.  I haven't had the chance to check it out.  Good for
West 
Virginia!!  We have a lot of Goodwill stores and I was afraid there
might be 
some of them on the list.  I am surprised the Harrison County Sheltered 
Workshop isn't on that list.  They must have changed things as they were

paying some of their very limited workers very low wages.

I just received this link on FB from Justin Salisbury of the CT
affiliate
who had put it on the "Boycott Goodwill" page there; it is a link to the
US
Department of Labor with a list of all organizations that carry a
Sub-Minimum Wage certificate.  Of course, this is not to say that all of
the
organizations on the list actually pay a sub-min, but they do have it
and
apparently sought it at some time for a reason.



As to which organizations in WV carry it; the list is quite lengthy and
it
it sorted by state, so you will need to scroll down a ways.  If there is
Interest in keeping this data for ready reference I think I may be able
to
export it to an Excel file tomorrow.
