Subject: Please Engage in Support of HB1277, Executive Session Likely 3/3
Dear Partners,
I am reaching out to flag that <https://docs.google.com/document/d/1-ip5FaEqeYKDIhvzOaXLV3NjRCxjQu_5B8XwroQa-Xg/edit?tab=t.0#bookmark=id.y8kq1ir5uo1g> HB1277 (expanding access to absentee ballots) is likely to be up for an executive session in the House Election Law Committee on 3/3/2026.
HB1277 would allow a driver’s license or non-driver ID to satisfy the identification requirement for absentee ballot applications. In light of SB287 becoming law, expanding and simplifying access to absentee ballots is essential. While we would of course advocate for the repeal of SB287, this bill represents important harm mitigation ahead of the midterm elections.
HB1277 has bipartisan support and offers a practical way to ease the burden on voters who rely on absentee voting, including many voters with disabilities. We would really appreciate help encouraging your members and networks to email the committee in advance in support of this bill.
Please urge your members to:
* Email the House Election Law Committee <https://docs.google.com/spreadsheets/d/1kt_r646ieu_fRlHKJDrWZZOqCNdoQyfxSfcmpnaAdBw/edit?gid=849968246#gid=849968246> in support of HB1277
* Share personal stories about why accessible absentee voting matters to them
* Explain how this change would reduce barriers compared to current requirements (going in person, notarizing their absentee ballot application, or submitting a photocopy of their ID with their application)
I’m happy to help draft or review emails, and talk through messaging with anyone who wants support. Here is a link to our <https://docs.google.com/document/d/1-ip5FaEqeYKDIhvzOaXLV3NjRCxjQu_5B8XwroQa-Xg/edit?tab=t.0#bookmark=id.y8kq1ir5uo1g> Talking Points and <https://docs.google.com/document/d/1mpaGxsUD1m6Jod4_gEq8Y3kGW-HnDPQ9U0vRl1nqlp0/edit?tab=t.0> Action Toolkit.
If HB1277 advances out of the House, it will be heard in the Senate Election Law Committee following crossover. As we rally support now, it would be incredibly helpful to begin identifying key voices and collecting stories from voters who rely on absentee voting so we are prepared with strong, compelling testimony to carry this legislation forward in the Senate.
Thank you, as always, for your partnership and leadership on protecting voting access. Please let me know how I can support your outreach.
Sarah
