Since Lester is asking about relief area directions for the NJ state affiliate conference, I’ve posted the NJAGDU recommendations for relief areas  below.

Guide Dog Relief Area Recommendations

For NFB State Conventions

Submitted by the New Jersey Association of Guide Dog Users

 

The following document offers recommendations for providing safe, clean and convenient areas for relieving guide dogs   at state conventions.

 

 

1.     Location

The relief area site should be well lit, free from heavy traffic, conveniently located near hotel doorway and preferably near water source for easy maintenance.

 

2.     Surfaces

Guide dogs relieve primarily on two types of surfaces, concrete and natural materials such as grass.  Many guide dog handlers prefer to relieve their dogs on concrete to aid in clean up and monitoring of the dog’s health. There are some dogs, however, that will only relieve on a natural surface. Therefore, the designated relief area should include both natural and concrete surfaces. Two or more parking spaces can easily be roped off and used as the designated concrete area. 

 

3.     Trash Can

Trash cans should Remain in same location throughout conference; be secured against wind & other weather conditions; be equipped with an automated, motion-activated voice unit with capacity to record multi-frequency sound if trash can is located in an open area; and be equipped with lid to reduce odors.

 

4.     Maintenance

Relief area site should be hosed down at least once a day; concrete surface should be sanitized and deodorized with an approved solution; and any grassy areas should be cut short for easier pick-up.

 

5.     Security

Handlers may be required to take their guide dogs outside at any time during the day or night. Therefore, special attention should be given to the safety of convention participants when selecting the relief area location. The path to the area and the area itself should be well lit; located in a non-isolated spot; and easily accessible to the hotel doorway. If hotel doorways are kept locked at any time, arrangements should be made with the hotel prior to the start of the convention to ensure easy access and ample opportunity to notify convention participants.

 

6.     Instructions

Relief area instructions should provide explicit directions for locating the relief area; include any safety restrictions regarding access to the area; be available in Braille & Large Print at the hotel's front desk; sent out in electronic format prior to convention; and included in the electronic version of the convention program. 

 

7.     Special Needs

Special accommodations should be arranged for handlers on a case by case basis who are physically unable to pick up after their dogs, or for those handlers whose dogs have loose stools or diarrhea because of existing conditions, illness, or situational stress  

 

8.     Volunteers

While there may be a few guide dog handlers who intentionally choose not to clean up after their dogs, even the best intentioned and skilled guide dog handler may not always be able to pick up 100% when the guide dog empties. Add to that the dog's stress at the convention, the changes in relief schedules, the reluctance to empty in a shared area, and it becomes even more difficult to predict when the dog will empty. Assistance from sighted volunteers will help to ensure that the relief area remains clean and sanitary throughout the convention. Therefore, sighted volunteers from local community groups should be recruited to stationed relief areas for two-hour shifts during peak times of use e.g. early morning, lunch time, early evening and later in the evening. Duties would include offering assistance with locating the relief area; notifying handlers if waste is left behind; providing additional support to those handlers whose dogs are experiencing intestinal upset; and ensuring cleanliness of area before and after completion of shift.
