citizens more effectively by creating criminal penalties for acts of

size=3>one of the States which does not provide criminal penalties for
discrimination against blind guide dog users, because that is exactly why we are
doing this in the first place. If we can get it all on one page that would be
much better, especially when we send it to legislators. Aside from that, I
think it is great! </FONT></FONT></DIV>
