As you stated
Turning off hardware acceleration and checking Always use the cursor
keys to navigate within pages doesn't seem to make a difference, but I
think doing so does help?
I would think this would be the right way to go
I do not use ff but understand your situation
Perhaps another person has additional suggestions

Hello JAWS Firefox users. With the advent of Firefox version 48.0, the
JAWS cursor can no longer read the screen, even though, in the Firefox
configuration file:

gfx.direct2d.disabled has a value of True.
layers.acceleration.disabled has a value of True.
layers.offmainthreadcomposition.enabled has a value of False.

Has anyone heard of a new fix to get the JAWS cursor to become
accessible in Firefox again?
