Well I use wlm but a simple google search brought up several results
Just put in where is tools in outlook and the version you have
I just asked tools in outlook mail

On Menus tab, you can obviously see Tools menu next to the Actions menu on 
the toolbar. Click Tools and it will bring up the Tools drop-down menu, from 
which listed the Send/Receive All Folders, Cancel All, Com Add-Ins, Disable 
Items, Outlook Options, etc.
