without knowing what you are trying to do, I can suggest using f6 or 
shift+f6 to move among sections. or try tab and shift+tab.

as for "making files", some explaination is needed to suggest an answer. 
what are you wanting to achieve?

please mention what program(s) or environment(s) you are using.
you're using W10 and J18, but what else? I would guess File Explorer?
