[NJTechDiv] note pad readable

to expand on Kevin's response: notepad can only read documents written 
as plain text. these documents will have a default extension of txt. so, 
trying to read a document composed in Word will produce those 
hieroglyphics that was mentioned in the original post because Notepad 
does not understand how to handle formatting, pictures, and other 
treatments. .
