[Njtechdiv] Dues

I know that the Pennsylvania affiliate has a Technology Committee, which
might become a division in the future.
In regards to other affiliates, I haven't seen a Technology Division within
Delaware, Illinois, Nevada, or Iowa. I am not sure about the other
affiliates.

in the memo, write NFBNJ TechDiv dues 2019.
