[NJTechDiv] QR codes and menus

I was reading in the Bergen Record about the indoor dining guidelines.  It
said there wouldn't be menus mostly, and diners would scan QR codes to get
the menu. 

Can someone explain this to me?  I kinda know what a QR code is, but I don't
have a clue what app would scan one, or how I could use it.

Does this change make menus more accessible, or not?
