Tracy, if the issue persists, you may want to try pressing the reset 
button before choosing Outlook as the default app. Keep in mind if you 
have changed the default apps for the other events, pressing that reset 
button resets all of the events back to their default apps if you had 
previously changed any of them.

Thanks.  It is my default email app, but Windows Mail got to be my
default reply app.  Weird, ay?  I’ll see if what you suggest can fix it.

You can check to see if Outlook is set as your default mail app.  If you
are using Windows 10, do that by doing the following:

Press Windows I to open settings.

Press Tab.

right arrow to Applications and press Enter.

Press Tab.

Down Arrow to Default Apps and press Enter.

Tab to Mail and listen to which app is the default.  If Outlook is not
the default, press Enter.

Tab to Outlook and press Enter again.
