My mistake, sorry about that.
This may sound twisty, but try the following:

press the windows key,
tab (usually twice) to and spacebar on the all button,
type f and continue to down arrow to Firefox.
press the application key,
the first option should be the more submenu,
right arrow and down arrow to the open file location option and press enter
you should be focused on Firefox,
press the application key and up arrow to more options submenu,
down arrow to create shortcut and press enter.
you'll be asked if you want to put the shortcut on the desktop, press 
the spacebar on the yes button.

If your husband is using windows 11, try:

press windows+d to gain focus on the desktop,
press control+enter,
press f until JAWS announces Firefox,
press the application key,
down arrow to and press enter on create a shorcut,
you'll get a message asking if you want to put the shortcut on the
desktop, press enter on the yes button.

Hi Mario.

I finally tried to follow your instructions to create a shortcut, but,
when I go to search on my husband’s PC and type firefox, it doesn’t come
up and say “firefox app” like it does on mine, and yours.  And, when I
hit enter, it opens Firefox, which is too far along in the process.
And, if I find it in the apps list, the only option is “pin to start”,
which isn’t what we want.

Any ideas?
