Hi Tracy,

Unfortunately, I don't know if there is a way to talk to a human being by
phone.  If there's a number to call about service animal issues for Uber,
you could call them to explain your problem.  I've done that with Lyft
once.  You could probably google to see if Uber has a number for service
animal issues.
