This was using an iPhone 11 with iOS 15.2 or higher. I sent the information into Apple Accessibility and they were able to re-create the issue. I could get the dialog box up and put the text in and had to save and it would just kick me out to the home screen. I discovered this on December 30, 2021.
I also discovered that previous photos I have labels on will inconsistently read in the library view all photos.
There is the ability to add a caption once you have the photo in focus, the more information button is down on the bottom for more information and this is where you can enter a caption. Again, I did not find that voiceover would read this. In the all photos view of the library instead You have to go to the Rotor for more context and flick down for it to read it while the photo is in focus once you double tap the photo.
A third method consistently works, but it contains many tedious. Steps to follow should you choose this option. Here they are.
From the library all photos, double tap the photo you want to bring into focus.
Double tap the edit button in the upper right-hand corner.
Find the markup button, double tap it.
Flick until you find the add button and double tap it.
Find the description button, double tap it.
You should get a dialog box for description text. Then you need to hit Done again, and then Done again to exit the markup screen.
