GRE is fairly common to enter into a masters program. I don't know
specifically about CA.
There are undergrad degrees it there, not sure about online though.
Check this link it gives a list of universities that offer undergrad and
graduate degrees in TVI and I believe also O & M. It's a good list. You
would still need to contact the school with specific questions
