I heard this a lot when I was in the public school system.  Some 
of my sighted classroom teachers felt that I wasn't ready to 
learn certain visual concepts like multiplication tables.  As a 
result, I did not begin learning multiplication until I was in 
sixth grade.  I used a multiplication chart that was provided to 
me in braille to accomplish this task.
