[NOBE-L] Filling out PDF forms

Hi, 
I hope you are all doing well. Although I am a masters student and not an educator, I have learned from this list and have appreciated the support people have given one another. 
I have two questions about filling out PDF forms: 
1. In your experience, what is the best application for filling out these forms? In my experience Drive often works, however sometimes there is very limited space to write (and as someone who likes to write, that can be annoying!) 
2. Do you ask a sighted person to take a look at the PDF, if it is important, just to make sure the formatting is OK before submitting it? Or can you trust the formatting without that feedback?
I primarily use VoiceOver on the iPhone or JAWS on the PC.
