I would suggest using Google to perform this task.
In the search field, type set a timer followed by minutes and use the alt
tab during certain points of the lesson to see how long is still remaining.
Alternatively, if you have access to an iPad you could see if the school
could purchase a lightning to HDMI adapter and work it that way by switching
the source using the remote of the projector between the computer and iPad.

Hello everyone,
My school is now requiring that all teachers have a visible timer in all
lessons, and they are auditing us periodically to make sure we have a timer.
It has to be visible to all students in the room.
They gave me a timer, but it is tough to use. When turned on, it remembers
it's last value. So, if I don't remember how many minutes I set it to last
time, or if someone else has used it, I can't accurately set the timer. I've
tried doing a timer on my laptop through the projector, but then it's not
always visible when I change windows.
I'm looking for an accessible timer, and am checking to see if any of you
have advice. Ideally, it would talk. But, if no speech is included, I'm
hoping for something that is very easy to use. But, it does need to still
have visual output so students can see it.
