There are two ways you can go about doing this:
1. you can join the chapter at large.  We now have a chapter via phone 
confrence for anyone in New York that doesn't live near a chapter.
2. Find enough people in your area that want to start  a chapter (that are 
blind) and have at least two bored members, a president, vice president and 
secretary/tresurer .

Hi Alex!
I unfortunately couldn't make this year's convention due to crazyness
of the semester.  I would like to congratulate both you and the other
newly elected officials of the New York Association of Blind Students.
I believe I have mentioned this before, but have been a bit busy so
haven't had a chance until now to follow up.  My question is about
having a connecting division in Rochester.  It is my understanding the
closest division is Niagara.  I'm not sure how it works in terms of
getting a division in Rochester, but by chance do you or anyone on
this list know?  I ask because we have the Association of the Blind
and Visually Impaired which a number of their employees are either
visually impaired, legally blind or completely blind.  Also, I truely
would love someday for Rochester to experience one of our State wide
conventions.  I think many could benefit from that.
