A recent report from the U.S. Department of Education's Office for Civil Rights (OCR), "Helping to Ensure Equal Access to Education," describes how better enforcement of civil rights has improved equal access to education for students even as the number of complaints has increased. Over the last four years, OCR has received 28,971 complaints, more than in any previous four-year period, and representing a 24 percent increase. Over half of them (54 percent) addressed disability issues.
