Hello everyone!
Wednesday, January 8th, is the Echevarria Travel Show, which airs on www.thruoureyes.org, operated by the Northeast Chapter of the NFB of New Jersey.
This show is hosted by Cheryl Echevarria from Brentwood, NY and Margo Downey, Buffalo, NY.  Show normally airs the 1st Wednesday of each month, but since the 1st Wednesday was New Year's Day it was pushed back a year.
This is a live call in talk show, which starts promptly at 8pm eastern time, we start recording at 7:50 to prepare for the show, so be ready by your computer, or on your smart phone at m.thruoureyes.org, to call in to speak to our guests, myself or Margo, please call in at 1-888-572-0141.  If you have sight and want to watch the live streaming, there is a link on the www.thruoureyes.org page, that you can click, and it will bring you to the live video feed.
Not only are we members of the NFB of NY, but I operate my own travel agency, and donate a portion of my commission to NFB of NY. I am also the President of the NFB Travel & Tourism Division, a proud division of the NFB, Board Member of NYAGDU, Member of Diabetic Action Network, and others as well.
Margo Downey is a member of NFB of NY, from Buffalo, NY. She is currently, one of the Commissioners of Niagara Frontier Transportation Authority's board,Vice President of NYAGDU (NY State National Association of Guide Dog Users Division), Board Member of NAGDU, and Secretary of the NFB Travel & Tourism Division, and so many other hats.
We discuss all things travel related for everyone from blind to sighted people, for guide dog users, and parents of blind children.
We also have a guest every month on the show.

Also are we going to work on expanding our laws here in NY for criminal laws for denying access, etc for NY State. 
Also, off topic on this part, many of you are members of the Travel & Tourism Division, please make sure you are on the travel & tourism talk list, we have monthly teleconference meetings, and we will be having a get together at Washington, DC probably Tuesday night for dinner to catch up.

Hi Cheryl,

I haven't read the details of Dusty's Law, but a number of years ago we 
lobbied to strengthen the laws concerning guide dogs. We were successful, 
but the penalties weren't as severe as those we were seeking.  So yes, we do 
have laws in New York that protect guide dog users from being harassed or 
interfered with.

Good morning everyone:
This article is for all and not just the travel professional, but the consumer as well.
Being a travel professional, you need to constantly do training, and getting re-certified, especially with CLIA - Cruise Lines International Association, this certification allows you to sell cruises and other forms of transportation, it shows you are a legitimate travel professional.
Well today I am doing on their new courses, that is given online, so I can renew my ID Card, you have to take at least one class to show you are active in the industry, besides just renewing your account.
I am doing there Travel for all program. The cruise line industry is working hard to change how the services there clients, it might not be obvious at first, but unless you are working with a professional that knows this, or asking the right questions to make your travel more enjoyable to all. I say way to go cruise industry.
So this is a step in the right direction, whether travel professionals take this course or other courses out there for the travel professional to learn that is another thing.
I am trying to educate as many of my suppliers as possible about people with disabilities, I say it this way, because yes we are blind; but some of us have other disabilities that go along with that:
like being deafin a wheelcharuse a scooterhave a c-pap machineasthmamentally disabledand other disabilities that might not be obvious to the naked eye.
Like myself, people think I am not blind, because I look at them, or my eyes are not scared or something, I am not always wear dark glasses, unless I am out in the sun. etc.
Or I get, wait a minute you are not blind you can see me, then I have to go into other explaining about how many blind people are not totally blind, etc. etc.
Just letting you know what I am finding once I finding something that will help all of us,
Whether you are a consumer or travel professional.
Let's hear your thoughts on the matter.

Dear Regulation Room Commentators,
The U.S. Department of Transportation has issued its final rule on Air Travel Accessibility. DOT recognized the input of Regulation Room users like you, and considered those comments
 when deciding what the final rule should be. The final rule was published in the

Federal Register on November 12, 2013. Its requirements for websites will be implemented in two phases. Web sites that provide core air travel services and information must be accessible by December 12, 2015 and all remaining pages on a carrier?s website
 must be accessible by December 12, 2016. Web sites must conform to the standard for accessibility contained in WCAG 2.0 and meet the Level AA Success Criteria. Kiosks installed after December 12, 2016, will have to meet detailed accessibility design standards
 specified in the rule. The entire rule in PDF format can be downloaded from 
DOT?s website.
Congratulations on being someone who contributed to making the law better. The input of Regulation Room commenters helped make sure everyone?s perspective was taken into account.

Good morning NYAGDU members.
I was offering to do a fundraiser for GDF, my mistake was posting and trying to get an idea from the graduates and puppy raisers, etc on the talk list for the school.
Why because the puppy raisers are complaining that I have to find a trip that they can bring their puppies, I have tried to explain that the ADA is quite clear on the matter, stating that the law recognizes only fully trained guide dogs.
After thinking all about this and the headache, and how spoiled they are on the list, I decided just to do whatever I am planning on doing without them.
This is my school and I will do it without the talk list feedback.
Sorry for venting.
The schools want money and fundraisers, but they cannot have it the way they want it.

Cheryl and all below is the current service animal protection law for New
York.  It is not all we wanted but it kind of came down to get a stronger
law passed than what we had which was very weak or nothing.  This is what
we have for now.

Service animal protection law
* ?   121-b.   Offenses  against  service  animals  and  handlers.  1.
Definitions.  For purposes of this section:
(a) "Service animal" shall mean any animal  that  has  been  partnered
with  a  person  who  has  a disability and has been trained or is being
trained, by a qualified  person,  to  aid  or  guide  a  person  with  a
disability.
(b)  "Disability"  shall  have the same meaning as provided in section
two hundred ninety-two of the executive law.
(c) "Handler" shall mean a disabled person using a service animal.
(d) "Formal training program" or "certified  trainer"  shall  mean  an
institution,  group  or  individual  who has documentation and community
recognition as a provider of service animals.
2. Any person who owns an animal or possesses control of  such  animal
and  who,  through  any  act  or omission, recklessly permits his or her
animal to interfere  with  the  proper  working  of  a  service  animal,
exposing the handler and service animal to danger or resulting in injury
or  death  of the service animal shall be subject to a civil penalty not
to exceed one thousand dollars  in  addition  to  any  other  applicable
penalties.
3.  Any  person who owns an animal or possesses control of such animal
and who, through any act or omission,  recklessly  permits  his  or  her
animal  to  interfere  with  the  proper  working  of  a service animal,
exposing the handler and service animal to danger or resulting in injury
or death of the service animal, where the animal causing such injury has
previously been determined to be dangerous  pursuant  to  this  article,
shall be guilty of a violation punishable by a fine of not more than two
thousand  dollars,  or by a period of imprisonment not to exceed fifteen
days, or by both such fine and imprisonment in  addition  to  any  other
applicable penalties.
4.  The handler of the service animal incapacitated, injured or killed
shall have the right to pursue any and all civil remedies  available  to
recover  damages  for medical and veterinary expenses, rehabilitation or
replacement of  the  service  animal,  and  lost  wages,  transportation
expenses  or  other  expenses  directly  related  to  the  temporary  or
permanent loss of the service animal.

Hi Cheryl,

I haven't read the details of Dusty's Law, but a number of years ago we
lobbied to strengthen the laws concerning guide dogs. We were successful,
but the penalties weren't as severe as those we were seeking.  So yes, we
do have laws in New York that protect guide dog users from being harassed
or interfered with.

Please be advised that provided the dogs
fully comply with the requirements of the Pet Travel Scheme as outlined below,
they will not be quarantined upon entry to the UK. For an animal to enter (or
return to) the UK from PETS qualified countries, by use of the Pet
Travel Scheme (PETS) and thus avoid quarantine, the following procedures must
be carried out in the stated order:

 

1). Animal is
micro-chipped, then 

2). It is vaccinated against rabies;
(your
pet must be vaccinated against rabies in accordance with the recommendation on
the vaccine
manufacturer?s data sheet) then 21 days from the date of
vaccination, your pet should be eligible for entry into the UK, provided all
other rules of PETS have been met.

 

The document required is a
third country official veterinary certificate (annex I or annex II). Your vet
may need to contact the local authorities? office to
obtain the certificate and the required official endorsement.

     of the animal (microchip certificate or letter from vet confirming
     microchip details) and vaccination record
  A copy
     of the official report, from the approved laboratory, on the results of
     the rabies antibody tests.

Dogs only must be treated, by a
vet, against tapeworms (Echinococcus multilocularis) no less than 24hrs

owners

are a registered assistance dog entering with an approved airline, on a route
that permits them to travel in the cabin.  The method of travel with an
airline is dependent on the agreement that the carrier has with DEFRA and pet
owners should discuss this with their chosen carrier before travelling.

if any for the U.K. it is kind of confusing on the website.



 





Also besides the blood work

Another thing is, I know that
Jamaica, Barbados and some other countries in the Caribbean are not governed by
the U.K. any more, or is that wrong, shouldn't countries like these be under
the same accessibility laws or entrances into the islands.





 





I keep getting well we don't
want rabies in the country, FYI, if we have guide dogs we do have them taken to
the vet every month, and get shots etc.





 





It is becoming annoying that
myself who is also blind and my clients,  cannot get off of cruise ships
or visit in these countries.

upon entry to the UK. For an animal to enter (or return to) the UK from PETS
qualified countries, by use of the Pet Travel Scheme (PETS) and thus avoid
quarantine, the following procedures must be carried out in the stated
order:

 

1). Animal is
micro-chipped, then 

2). It is vaccinated against rabies;
(your
pet must be vaccinated against rabies in accordance with the recommendation
on the vaccine manufacturer's data sheet) then 21 days from the date of
vaccination, your pet should be eligible for entry into the UK, provided all
other rules of PETS have been met.

 

The document required is a
third country official veterinary certificate (annex I or annex II). Your
vet may need to contact the local authorities' office to obtain the
certificate and the required official endorsement.

The certificate is valid for entry into the EU for 10 days from the date of
endorsement and remains valid for a total of four months from the date of
issue for further intra-Community travel (EU countries). 

In addition to the certificate, a certified copy (signed and stamped by the
veterinarian) of the following documents are required:-

 


  Identification
     of the animal (microchip certificate or letter from vet confirming
     microchip details) and vaccination record
  A copy
     of the official report, from the approved laboratory, on the results of
     the rabies antibody tests.

Tapeworm treatment. 

Dogs only must be treated, by a
vet, against tapeworms (Echinococcus multilocularis) no less than 24hrs and
no more than 120hrs before expected arrival in the UK, the details of which
must be recorded on the pet passport or 3rd country certificate, by the vet.

an authorised airline (from any airport, in any country) into UK airports on
the airline's existing RMOPs (Required Method of Operation), an approved

Pet
owners
are advised to check all proposed travel arrangements with the carrier
(transport company), before booking the trip to the UK as they may have
their own additional conditions of travel. These conditions may include a
health declaration for your pet.

 

Currently,
most pets travelling to the UK by air, travel as manifest cargo, unless they
are a registered assistance dog entering with an approved airline, on a
route that permits them to travel in the cabin.  The method of travel with
an airline is dependent on the agreement that the carrier has with DEFRA and
pet owners should discuss this with their chosen carrier before travelling.

 

Certain carriers (transport companies) such as Eurostar, are only approved

I have clients that want to
take there guide dogs with them from the united states, what is the
quarantine if any for the U.K. it is kind of confusing on the website.



 





Also besides the blood work
and shots, micro chip, is there any thing I need to send to you for a
permit.





 





Another thing is, I know that
Jamaica, Barbados and some other countries in the Caribbean are not governed
by the U.K. any more, or is that wrong, shouldn't countries like these be
under the same accessibility laws or entrances into the islands.





 





I keep getting well we don't
want rabies in the country, FYI, if we have guide dogs we do have them taken
to the vet every month, and get shots etc.





 





It is becoming annoying that
myself who is also blind and my clients,  cannot get off of cruise ships or
visit in these countries.

The TV show that I posted a few days ago, seems to be about a Graduate of my guide dog school, Guide Dog Foundation for the Blind, Inc, in Smithtown, NY. Which I also live about 2 towns away from.
Here is the information about the show.
I still concerned as to why they have to use sighted people as actors, etc instead of real blind people, I guess we will all have to watch it and find out more.
